That is not exactly true. They can speak without the restraint of obeying orders and can publically reflect the thinking in high military circles. If they are "retired" they are not exactly reflecting the thinking in high military circles (at least not the current ones).
Retired generals have almost always been critical of their adminstration. Look at MacArthur and Ike.

I would think that a "retired" general's view carries as much weight as the next civilian's. After all the longer he's been retired, the more out of touch he would be.

When did France change?? I thought they were a bunch of left wing pansies? Wow...I need to start paying attention to the news. The French man up...what in the name of all that is good and holy is next??
