No, place the burden straight on Immigration's shoulders... if you approve the work visa for a fake degree holder, you're fired. That's some pretty good incentive to do your damn job with the diligence required.

Before my visa was issued, I had pay about 100,000 to send my diploma and other documents to immigration so they could verify my diploma. I also had to surrender my passport for a week while the local immigration office researched my degree so they could provide me with an ARC.

Back home, people check on degrees all the time. The process is: sign a form giving the company permission to do a background check. The company then calls the university and faxes the form to them showing that they have the applicants permission to check on the legitimacy of the degree. The school faxes back a form that tells the exact date and degree awarded to the individual. The cost of the background check varies but the company always covers the cost, not the applicant.

The fact is...unless schools fingerprint and photograph their graduates there will always be ways to "fake" an academic history. What about the (non-degreed) person who changes his/her name to one of his (degreed) mates and then takes a free ride on their academic credentials...hard to uncover that from Korea. Cool

What? And change their passport and social security number to match? With that sort of dedication, that person would be better off becoming a spy....

Well, my co-tchr just leaned over the partition that separates our desks to ask "do you smoke mari joo ana?". I asked him why he wanted to know, and he said it's because "many foreigners have a false document", and he'd been instucted by the POE to find out. Then he asked about my Visa status etc, was it valid, for how long etc.
I told him I'd heard that it wasn't just foreigners, but that SOME KOREANS have fake degrees. He completely denied this, looked really shocked that I'd say such a thing, and then wounded (the big old deer in the headlights look), and insisted that it was just foreigners, so I kept pressing him about all the recent Korean scandals, and he said "but they were at Colleges, and they were professors" (?!)
Eventually he relented, and admitted 'maybe there are a few Koreans'. So I asked why he'd just more or less lied to me, and strangely enough there was no reply, and he's gone back to whatever he was doing before.

But I could have done without the whole ridiculous conversation on a Friday afternoon when I'm dying to go home.

What?

Having a passport with false information would probably put you in a federal prison.
