You might have trouble. I've never had a problem GOING to Jeju, but coming back they wanted to see passport or ARC (neither of which I had because it was a domestic trip). Ask your airline.

If your passport is at immigration because you are applying for an ARC, don't you have a receipt for your passport. Take that with a copy of your passport and every other piece of ID you have.

why didn't you have your ARC? You are required to carry it with you at all time, just like Koreans are required to carry their national id 주민등록번호.

Didn't have an ARC at the time (between jobs) and don't like to carry my passport around with me.

Yeah, I got on. Now that I think about it, it was the ferry, not on an aircraft. For some reason it is easier getting there than getting back. I can't even remember if I've been asked for ID while flying, but I am sure they did.

They ask for your passport number when boarding the ferry, but most people choose not to give it.

They ask for the number from the mainland to Jeju, but not for you to show ID (at least in Mokpo as of 2004). They ask for ID from Jeju to the mainland.

The ferry terminal in Jeju also has a foreigner and Korean line. They do NOT ask the Koreans for ID, only the foreigners. So anyone 'looking' Korean, but not a citizen (a kyopo) could slide through that line undetected.

The one advantage to separate lines is that there are usually very few foreigners on the ferry. So, except for having to show ID, you breeze through the line.

If you are flying they will check everybody's ID...which is always their registration card or in our case our alien registration card.

This seems to be the only ID they will take without a passport...

If you have neither i have my doubts you will get on a plane but it would be worth a try....
