Anyone been to either of these two places?

How would someone compare them to places like Malapascua, Boracay, Alona, Palawan, etc.?

Do you mean Siargao Island (home of cloud 9 surf break) or Surigao City ( http://www.surigao.net/homepage.htm ) on Mindanao?

Been to the first and not the last.

Great surf break but not much else for anyone else there.

One or two dive shops at the wrong end of the island. No nightlife. They roll up the sidewalks at 5:30pm. No local transportation other that what your "resort" offers or walking. Jeeps are few and far between. You might get lucky have catch a ride on a the back of someone's scooter or a banka/pumpboat to get around.

SeaAir flies into there about 3 times a week and there is a ferry that runs 4 days a week each way from Mindanao when it isn't broke down.

Rustic would be the best way to describe the facilities (and I do mean any of them).

Good info to have.

I keep thining of Surigao Island, but just a couple dive shops and not much else and doesn't sound so good.

I read your post awhile ago, but have the Philippines on my mind again for this coming Winter. Might have to cross that off my 'possibilities' list.

The funny thing about the Philippines is a lot of places get a lot of very positive write-ups, and so much so that you'd imagine they are very popular with people everywhere. Once you get there, there isn't much of anything going on - although of course the places are indeed as lovely as they say, just not much going on.
