Apparently, if I present a 'certificate of residency' by a competent authority before I enter Korea, I can claim back my tax and pension contributions for the first two years.

Which organisations qualify as competent (is the competent by western or korean standards) authorities? I am in the UK btw.

you can get a certificate of residency from your city hall or town office ( it will include the full time in Korea, not just in that area

Considering the poor town planning (what planning?), garbage strewn about, and lack of services, how can you say City Hall is a 'competent authority'? Maybe the correct expression is that you can get a certificate of residency from in 'incompetent authority'.
