lol ... yet another argument on eslcafe ... excuse me while i get some popcorn and settle into two people typing a lot and not really listening to what the other person is saying.
how does it go? we never change our opinion, only rearrange our prejudices.
as for this discussion, i see the issue in a different light. korea already has the system to control their own citizens (ID cards, etc). and it's citizens, not foreigners, who make more money out of dishonesty.
an example of such might be the foreigner, no degree, working illegally at a hogwan for 1.5 mill a month. but the hogwan owner, who has 3 such foreigners working there, is raking in 10 times that because he's employed illegals to keep his costs down. then he fires them all in the 11th month (saving 3 million a piece), never banked their pensions (another few hundred thousand won each), then employs more illegal foreigners and starts the circus all over again.
what about the korean recruiter who makes 1.5 to 2 million won for every foreigner he brings into the country ... illegal or not?
as with all countries (korea being no exception) the government should police its own people more strictly, which in turn would reduce the amount of corruption resulting from foreigners entering the country and working illegally.
another example: government starts slapping 50 million won fines on hogwan owners who can't verify that their foreigner has legit credentials. the hogwan owner is fined, massive fine, making it not worth his while to employ foreigners who don't have degrees.
what if the recruiter had to have their name as a co-signatory of the E2 visa, meaning that if the foreigner's degree was fake, the government would instantly know which recruiter made money from bringing them into the country ... slap a massive fine on the recruiter.
government increases the penalties and starts enforcing them!
so, in my opinion, the problem is twofold. the government (and media) love blaming foreigners for all their problems ... yet the government does very little to enforce the rules and deter its own citizens from being dishonest.
currently, if a foreigner is caught working illegally, they lose everything and are deported. the korean company that the foreigner worked for isn't punished (or gets a slap on the wrist).
if the emphasis was on punishing the korean hogwan owners and recruiters, to the tune of 50 million won per offense, there would be zero foreigners recruited without degrees ... of course, some koreans would still find a way around it ... and some foreigners would still get into the country and work illegally. but it would cut the ass out of the market.
right now, show me a foreigner working illegally, and i'll show you a corrupt hogwan owner earning 10 times what that foreigner is making.
who's at fault here? |

i don't really know what you hoped to accomplish with this. do you really think the fake-degree-holders are reading this and then thinking 'oh crap... i'm making cubanlord's life a little less convenient. i'd better hop on the first plane out of here.'? |
Really though, if you would take a second and read the thread, you would see the purpose in me writing this - I was ranting. There is a full explanation of it. Thus, instead of reading one or two lines and just jumping in with gunz a blazin, perhaps read what was written so that you can get the question to your answer.  |

Didn't we all have our degrees "verified" when we were made to take them to immi last time?
Cuban is pissed off at havng to "verrify" his degree. What they will do is match the info from this time to the info from last time. That's it. Even if the degree was fake it probably wouldn't matter.
I think that fake degree holders need to be kicked outta here, I also think the Korean bureaucracy need to do a better job of doing it.
I mean, if they have seen your degree three times, what else do they need. They have computers right?
The biggest problem is the top down management thing, and the idea that you only do what the boss says and don't use initiative.
I still think the latest "fake degree" freak-out was brought on by Koreans. |
