I think it is more a case of whiplash-ignorance rather than "the most efficient [way] for now". I suspect there was no attempt whatsoever to work out what the most efficient OR effective way of checking foreign teachers is.
Let's hope this paper-storm turns into a new, efficient way of managing those of us who hold E-2s. Specifically: Recording our diplomas, transcripts, and, now, our criminal record checks. So that we don't have to show them again once we're recorded as being safe. It'll save THEM work in the long run and let them focus their attentions on new applicants rather than people who've been checked half a dozen times already. |

I think bureaucrats took the easy road...and this does not surprise me one bit.
I too hope it will lead to a more structured check & verification system....but with bureaucracy you never can tell....

Does NOONE on this board have contacts with the Ministry of Education? I'd love them to start checking us then RECORDING the data. I'm going to have to order some more transcripts in another year and I don't want to do that again. With criminal checks doubly so. Immi could be SO much more effective if they only had to check new applicants rather than those of people who've been here years and years. Then they could actually do a thorough check by making phone calls and sending letters etc. rather than just requesting more bits of paper.
An actual degree certificate takes some effort to fake. But the transcripts and criminal record checks? they can be printed out by any muppet at home easily enough. They're worthless in terms of stopping unqualified teachers (and less than worthless in terms of stopping pedos and criminals).
I think the immigration department needs to hire some English speakers so they can check up on their teachers instead of requesting thousands of more bits of paper which are much more easily faked than the degree certificate they already require. |

What is needed is cooperation between governments. If the Korean police service could request checks through official channels, that would be a huge step. Same with a university database which could be queried, again, through official channels.
If these governments would work together, we wouldn't be so inconvenienced. Of course, all actions would be taken only with consent from the applicant (teacher). So, the Korean gov't sends requests for graduation confirmation and the Korean police service asks for clearance for a particular individual. This would make faking impossible, ease our burden and act as a barrier to those felons/freaks seeking to evade the law.
No personal info would have to be divulged. The Korean query would simply come back as "Mr. James Kirk, graduated, XXX university, March, 1999" and "No records found". |

efficiency means massive layoff so korean labor union will never allow that to happen. so let them keep chuggling mindless paper work. |
