A recent article in the Chosun Ilbo jogged my memory about this. Apparently it was one of Roh's pet projects to move the administrative capital from Seoul to a yet-unbuilt city near Daejon called Sejong City. Is this still going to happen?

The government also plans to develop a 3,579 sq-km area surrounding Sejong into a comprehensive metropolitan area inhabited by 4 million people. The area will incorporate the present Chungcheong provincial cities of Daejeon, Gongju, Gyeryong, Cheonan and Cheongju.
