10X is a large difference in any country...

I teach in a private public school (oxymoron I know) and would (have to) kill for a budget...

In my case I would buy a textbook, workbook, and notebook for every student. That would wipe out the budget right there.

Yeah check and double check on the actual amount. Make sure you heard it right in Korean. If they said it in English to you, act dumb and get them to write it down (in figures). Koreans in general have a very hard time saying numbers in English.

its definitely oo chun on. no mistake. (idiot. oo chun man on. Now no mistake!) I just found an ELMO tucked under the desk as well by the way. I spent the last couple of hours (apart from teaching obviously) making a list of books to get. I already got some new dictionaries last week so don't need those. Why doesn't anyone recomend electronic ones, by the way? Surely it would save at least an hour a day of flipping pages.
What about solid resources? Should I get some board games or anything? Any reccomendations?
This is for a middle school and their level is generally very low but they are all nice kids.

Electronic dictionaries are full of shite.

The give the wrong translation or over complicated words rather than nice plain old english.

What about some fancy software. I heard about a pronunciation tester once where you speak into a microphone and it tells you which part of Yorkshire you come from or something. Anyone seen/used that? Or Rossetta Stone? What's that all about?

Is this 5 million, 50 million, or 500 million Won?

I too would have to consult with the ESL professionals to solve the problem of how best to plan, create, set up, and implement a new language lab and learning program. I am sure there are ESL products available in Seoul and the rest such as fixtures, electronics, and supplies Korea wide, but it's the matter of finding out what your options are, where to get it all, and how best to fit it all together.

This is an exciting and empowering opportunity; I wish the best for you in achieving something that truly adds value to the school, produces positive results, and gives you very rewarding job satisfaction.

Is this a hagwon or public school? Either way, that is cool being empowered to make decisions.

My language lab just got outfitted too. Electronic board, 8 computers (which are great for websearches with my extra classes) etc.

You have a great chance to get some wonderful resources that can be used for years to come. Don't squander it.
I would get a nice collection of activity books. I would also get a nice collection of graded readers.
I would get games. Western boardgames and ESL games (bingo sets etc.)
