It was very expensive. At one point I think NASA was consuming about 10% of the budget. The Vietnam war took precedent. The actual science coming out was rather low for the billions spent. I think it was only the last mission that they actually sent a real geologist. Priorities also changed. Low earth orbit looked like it might have commercial and potential. |

Yeah, the Vietnam War had a lot to do with it too. At its peak NASA had 4% of the budget and it's never been above that, now it's at about 0.7% or so. |
