No.

I think every recruiter/school/tomdickandharry is just throwing out anything they can think of.

Perhaps I'm just privelaged, but I'v had documents notorized from every other continents, buildings, be there soon to show my ID, situation.
You can figure it out.

It's not a Visa requirement, but if that is what whoever says they need before they hire you than that's what you need.

Just my experience, but my hagwon is not freakin over any of this, they have always hired legit teachers, transcripts and degrees sent, no problems.

Perhaps the schools who have been engaging in sketchy behaviour in the past are now trying to overcompensate.

They don't care about it?

According to the Korean Consulate it is required

They are either lying or grossly mistaken. I've never given them a letter of reference, notarized or not. Hell, I've never even given one to an employer in Korea. Hasn't stopped me from being legally employed here for the last 11+ years.
