I can see where #1 and #2 are possibilities, but #3 is an over-reaction and definitely an over-analysis of a fairly ham-handed attempt to keep out pedophiles and assorted undesirables.

Aha!!!!

You haven't jumped quite far enough...

The real conspiracy is far greater than even your perceptive mind has dared to consider...

You see, the Korean Government is so clever, and yet so impotent, that in the absence of an ability to effectively put all the pieces in place for the convoluted conspiracy theory you've asserted, they've chosen instead to take a much simpler route...

More specifically, they've begun to spread rumors regarding their involvement and hidden agenda regarding kicking (and keeping) targetted foreigners out.
But what would such a conspiracy hope to gain?
Good question, and here's the answer.

By convincing so many people that they have the power and ability to "pull one over" on the masses, and hide such a giant and unethical conspiracy, they simultaneously reinstate public faith in their competence. In order to believe the government can effectively orchestrate a giant cover up (complete with disinformation and reactionary motives), you must first believe they can effectively orchestrate anything...

So you see, by pretending they're much more powerful and capable than they actually are, they gain more power in the eyes of the people, which of course allows them to excercise the power they don't actually have.
