Any suggestions that pertain to the two locations would be appreciated. I would like to surf, snorkel and just cruise around on a scooter. Can you surf in boracay?

There is some wind surfing on the back side of the island but no, there is no surfing on Boracay. If you want to do surfing you want Siargao Island, Philippines (cloud nine). http://www.youtube.com/watch?v=TCN0j9v2zJs

The alternative is Bali for surfing.

Diving, snorkeling, swimming, nightlife = Boracay (personal choice).

I've been to both and if I had the option to go back to either place I would choose Borocay.

Bot are beautiful places, but Borocay was out of this world.

In what way was Boracay so rad? Isn't it crouded and a bit seedy, but beautiful at the same time? Is Bali a whole lot cheaper than Boracay?
why would you rather go back to Boracay than to Bali?

Bali was much much more seedy than Borocay!

I didn't find Borocay that crowded. It's an adventure to get there though. Plane-taxi-another smaller plane-tuk tuk-boat-tuk tuk.....

But it was fun.

I found Borocay to be more beautiful. Bali has its charms too, but I simple stated my preference.
