IRCs are usually called 국제반신권 (gukjebansin-gwon) here, which might help. However, I would estimate that your difficulty in explaining this concept to a postal clerk in Korea will be exceeded only by your difficulty in explaining it to a government employee in Massachusetts. Based on a highly scientific survey of my home town, I would estimate that roughly 0.01% of all Americans have ever heard of an IRC. So yes, contacting the SOS office directly is probably the best thing.

Can you mail the forms to a friend and have them send them in with the SASE? Or have the friend mail it in and SASE it to themselves?
