I just called the Korean Consulate in Fukuoka to double check what I needed to bring to get a C4 visa for my winter camp job. The guy wouldn't tell me exactly what I needed, but said that the regulations have changed and now a c4 Visa is "VERY DIFFICULT to get". Can this be true? Could he be mistaken?

Did you ask him for the specific steps of getting one? Sounds like a lazy and/or ignorant man. Check immigrations English website.

Jesse- b is getting the correct information about the camp visas now being just as difficult and time consuming to get.

The latest regulations manual just officially released to immigration officials (written in Korean of course) now states that the following documentation will now required from December 15th.

(this is translated to English)

-C-4 (short term (90day) working visa usually for Camps) applicants also must submit Criminal Records and Degree Check (same as for E2)
The employers must provide to immigration the following documents for C-4 visa number application :
degree related document, criminal record, self medical statement, employment contract, business license and related documents.

At this stage it seems the only thing C4 visa applicants may miss out on is the interview at the consulate ( this is not clarified very well).

BTW the schools applying for camp visas for teachers have only just been told this wonderful news of increased documentation. Im sure they will be thrilled and this may cancel or change the plans of many hopeful camp teachers and regulation impaired camp businesses.
I cant see many teachers getting their diploma documents ready and police checks done in 2 weeks to submit them to immigration

I once called an immigration office to ask a question about some bit of paper being needed stamped or not stamped and was told

"Something like that" by the lady on the end of the phone.

I changed the question so she would have to give a reversal of the answer to check and got the reply.

"Something like that"

It would have been just as informative to put my shoe to my ear and have a conversation with it.

Cool! I guess we (already in K-land) just got even more 'valuable'.

Do you need to go to a Korean consulate outside of Korea in order to get the C4 visa? What documents do you need to bring?

Can you show up in korea with nothing arranged and then get one without leaving again?

The new regulations apply to c4 visas as well. You need a criminal check and a physical after the 15th. And yes, you have to go to a consulate outside of Korea.

If you have already submitted your docs for the C4 you are ok..no crim check...well you probably have your C4 visa now.

If you have your contract already from your employer and the letter of inviation, you should be ok. You will have time.

If you have not yet, get on to your recruiter or camp boss and get the contract sent to you immediately as you have 5 days to get to a consulate and get the C4 before the changes come in play.

Until Friday all you will need is:
Degree
Contract
Passport photos
Letter of invitation from your employer

After Dec 15 you can add a crim check and the medical self assesment form to the list.

Remember, you only have to of submitted your docs for the C4 visa before Dec 15 so you have until Friday night to get them all in.
