Do they sell refurbished laptops at Yonhgsan. Is there anywhere else?

Yes, there are a few places in the Son-in Plaza and 1 or 2 upstairs at Yongsan station.

There may still be one in the Terminal (blue) building (4th floor) as well as the one on the 3rd floor as you enter the building from the pedway over the railyard.
