So I moved to a new place (near hongje station) and the internet he is terrible. Lots of packetloss... Anyways, I was wondering if anyone knows how the internet service works here.

Can I just change ISP's freely or is it regulated somehow?

My old place had 100mbit fiber in the building and was amazing, but this new one stinks. Just awful.

Any information would be helpful. Thanks!

Sounds like your building prewired? If so, ask the landlord if you can have a different service, of course let him know that you will be footing the bill. Then call the different services in your area and see if they will install it. It may be that the building owner has a contract with a certain company. If so you are stuck.

I wish the building were pre-wired.. I live in a house and the cable comes directly off the pole and through my window into a modem. The most ghetto rigged thing I've ever seen.

I guess I'll try calling other isp's and see.

Another question if anyone knows.. can I bring my laptop into a pc bang and use that instead of theirs?

If the internet is as you say, you can change without a problem unless you signed for a period of time like 1 year or whatever. I had internet with a company in Daejeon and wanted to change but couldn't because I signed a 3 year contract.

As for the laptop, it depends on the PC bang. Some will allow, some won't. You just have to go and ask.
