Are there any closed captioned TV channels?

Or have the hard of hearing people in Korea been forgotten?

While I can't say for sure, it is possible that in order to view closed captioning on TVs here, one may need to purchase a CC decoder. We had them in all the rooms in our house when I was a kid because TVs with CC decoders weren't mandatory in the US until the mid 90s. This is just a guess though. I've yet to turn on the TV in my apartment here.
