I am sending a document from Korea to overseas and I have to provide an envelope with return postage so I can receive back that document. This might be a stupid question, but how go about getting an envelope with return postage acceptable for the sending country, here in Korea? Can you buy foreign postage here in Korea, or is their some international postage stamp available? If you can enlighten me, I would be most thankful.

No, it's not a dumb question. It's one I was wondering about, too.

This question really stumps me. It seems pretty absurd to have a relative send me envelopes with postage on them, only for me to mail them back so as a state agency can then mail a document back to me here in Korea. Anybody have an idea?

Go to your local post office. Most countries sell "internatinal postage certificates" (or some name like that) and they can tell you how much you have to put on...

I see that Korea belongs to these agreements. I will try to find out where they sell these stamps. Most likely in Seoul, where I do not live. Rolling Eyes

I have purchased one, long ago, in a small neighborhood post office in Gwangju. Maybe print out a picture to show them what you want.
