My friend is coming over to Korea and wants to get here before his E-2 issuance date. He says he has gotten his issuance number and sent everything to a consulate in Chicago, and they are going to issue him a visa in the passport. Is it possible to come over before the date on the E-2 as a tourist and then just let it ride out into the E-2?

The consulate in Chicago needs his passport to put the E-2 in it. A passport is required to travel, even as a tourist. These two events are mutually exclusive. Sorry.

Obviously i understand that. will the visa be issued on the date they got it in chicago, or do they postdate them to the date on the visa issuance number?

The date on the visa issuance just means that you have 90 days from that date to get the actual visa.

Entering a country before receiving the E2 nullifies the E2

wtf?

one can enter on a tourist visa - but one leaves one's pp at the consultate to have the visa issued so one isn't going to be able to travel w/o the pp

This is cleary confusing everyone. Let me clarify. The passport has been sent to the consulate but is COMING back before going to Korea. If you think I am stupid enough to think he can travel without a passport, I don't know why I should rely on your information about this post.

I have not had to get a visa for Korea in 2 years, so I'm not sure how they do it with the new regs. So when the passport comes back from the consulate, it will have the E-2 in it, and i'm assuming it will have a date. I asked if it will be post-dated, or if the date for the start of the E-2 will be the day the consulate made the visa. If it is post-dated, I would imagine you could come to Korea on a tourist, and then have to leave and re-enter on the E-2. Right?

This is just so my friend can make flight arrangements to come here.

To the best of my knowledge, the embassy/consulate will not postdate the visa. The validity begins on the date of issue. Your one year period of sojourn begins on the day that you enter Korea with the new visa stamped in your passport.

It's possible to extend the period of sojourn after arrival in Korea to cover the full contract period by going to Immigration with a copy of the contract.

I suggest you request the Korean Embassy in your country for the documentation regarding E-2 Visa.

It states clearly that while your E2 visa is under revision, if you enter the country, your E2 application is revoked.
