Most people are sophisticated and realistic enough to believe two things about politics:

a) City councils and county commissions decide where to put in new highways on land owned by members of said councils and commissions. It's one of the perks of the job because it's sharp business practice.

b) There are no crimes in politics except being caught in bed with a live boy or a dead woman.

This is not going to affect Obama. People who don't like him to begin with will use it to little effect because it's one of the few things they can find. It will reconfirm their dislike of him. The people who like him will ignore it because it does nothing but confirm he did what they might well have done in the same position. It will also make them say, "Hmmm. Obama must be pretty good because they can't find any serious mud to throw."
