Just got a reply from immigration on it's Q&A forum:
Quote:

welcome to the korea imigration service website.

the criminal background report have to issue from the federal government or state government or the respective embassy of the E2visa holders or applicants.

the criminal record check, confirmed documents by Apostille should be submitted.
if E2 visa applicant is from those countries which didn't join the Apostille Agreement, he may have his documents certified by korean Embassy in his country.
the korea immigration service do not approve the criminal record check
issue from a privately-run criminal check system, for example an online site.
thank you.

:Original question
Can someone in immigration officially confirm or deny what Mr Lee Dong Wook of Korean immigration has stated the following in Korean Times on December 27th
"If he is uncomfortable with the local police station, he can use a privately-run criminal check system, for example an online site (http://www.criminalbackgroundrecords.com), although he may be charged up to $59.95."

Many thanks,

Dumbest freaking bunch of idiots ever.

Okay, did anyone actually try this? The answer may not always match reality.

Also, the questions should have included the affidavit portion of the statement. So the question is a bit flawed. Of course they won't accept something printed out and brought in. It could be different if it has the embassy stamp of sworn affidavit from the consular at the US embassy.

You're probably right I should have included the affidavit portion in my question, but even if I had every immi officer seems to want to give a different answer anyway, so at the end of the day the only way to find out is apply and see what happens.

Just go to the official kimmi website and look under online services at the top of the page where you will see a link for Q&A.

No offense to blade, but the original question was flawed. It missed two key elements of Lee Dong-wook's original statement. The question should have asked:

To fulfill the requirement of a criminal background check for the E-2 visa, will Immigration accept
  • an online check obtained from a private company
  • accompanied by a consular-notarized affidavit/statutory declaration
  • for applicants who are already in Korea?
That, after all, was the specific situation Mr. Lee addressed in his article.

The US consulate already said they weren't notarizing crc's.

And we're not talking about notarizing CRCs. We're talking about executing an affidavit at the embassy attesting to the authenticity of a CRC. The embassy WILL notarize such an affidavit, and at least one Immi official says they'll accept it.

The question is whether anyone has actually submitted one of these (CRC "authenticated" by consular-notarized affidavit) and had it accepted by Immi. And we probably won't know the answer 'til after March 15. These measures (online CRC with consular-notarized affidavit/declaration) are only for applicants already in Korea. Applicants already in Korea have until March 15 to extend their visas without the additional documentation.
