I have emailed the police in the U.K. they told me the section of the subject access form which asks for a signature from a person of standing, can be signed here in Korea, by a person of standing, of any nationality.
In other words, you can get the subject access form via email from the police, (that's how I got it) you can get a copy of your I.D. signed by a teacher, minister of religion etc. here in Korea, regardless of their nationality.
You can then send the subject access form off, I am hopeful they can send it back to Korea, you can then send it to the FCO for legalisation and they are able to send that back anywhere around the world.
