I have no idea. I understood it was customary in the 19th century among noble Chinese.

Regarding the OP: only a very few of the people we will meet in our lifetimes will be people we could fall in love with. And of those, some we will meet at the wrong time, for example when one or the other is in a relationship. So why dismiss someone out of hand on account of their age when everything else might be right? Why narrow your chances further with that sort of criteria?

Now having said that, I'm going to be a complete hypocrit and state that throughout my life so far, I've generally only found men attractive when they are at least my age or preferably older. I've only dated a couple of guys my own age. And my favourite age for men is between 35 - 50. However some men remain attractive when they're 70, and some younger men can be very attractive in their late 20s, if they're very intelligent and they've had interesting life experience. Perhaps as I get older I'll find younger men attractive (as they won't be so young any more!)
