is this to determine the expensive "boardwalk" space? i think a more interesting discussion would be deciding on the cheap, purple properties, while managing to be racially/ethnically sensitive.

Well, simply looking at real estate prices or costs of living should do the trick without offending anyone. Everyone know NYC is expensive while I'm sure land in Uganda is dirt cheap.
