Location: I was abducted by aliens on my way to Korea and forced to be an EFL teacher on this crazy planet.

Ok. So, what do I do? I get an official, signed, sealed stamped, transcript. Then, I walk in off the street to a notary. How does he/or she know what is really in the envelope without breaking the seal?

Where do you live? The consulate in Vancouver (Canada) told me that if it is sealed, it doesn't need to be notarized.

The sealed transcripts don't need to be notarized, only a copy of the degree and the actual CBC. You do have to bring the transcripts with the notarized copy of degree and notarized CBC with you to the consulate though.
