EXCLUSIVE 'Coercion' tactics in secret memo

Young drivers are to be FORCED to get ID cards when they apply for their first licences.
The People has seen sensational leaked Home Office documents revealing the secret plan.
It says newdrivers and those applying for fresh passports will be "coerced" into getting the controversial identity cards.
PM Gordon Brown has always said the scheme will be "voluntary" ... unless Parliament decides otherwise.
But last night shadow Home Secretary David Davis stormed:
"This is an outrageous plan. The Government has seen their ID card proposals stagger from shambles to shambles.
"Now they plan to use coercion in a desperate attempt to bolster a failed policy."

The last I heard they were thinking of making them compulsary with new passports too. Last year there was a large increase in the number of people claiming they had 'lost' their passport so that they could get a new one before the government forced them to have an ID card too. |

One positive side effect of this is that the paranoid anti-government types will refuse to get passports with IDs in them, thus preventing them from going overseas and embarrassing their countrymen. That would go a long way in cleaning up the ESL industry in Korea. |
