short answer: yes.
I'm not sure on the exact policies though. There are a couple of Casinos in Seoul, but they are for foreigners/tourists only. There is a Casino in Gangwando which Koreans can go to.
Horse racing (betting) is also legal.
I'm not sure about sports betting and online gambling though. |

Im back in Ireland for a while. Wish they'd bar Irish people from casinos here. Too many drunken cash games at the hold em tables after nights out just for the free booze. Makes for expensive nights.  |

It IS legal to gamble in Korea, BUT NOT FOR KOREANS.
If you wanna gamble check out the Walker Hill hotel Casino
They have hold em poker tables, 3 card poker, blackjack, craps, roullette...
Pretty cool place, nice and cozy. Free drinky poos. |
