YTN just reported within the last 10 minutes that the Korean government plans to spend $15 billion dollars (15 trillion KRW) each year for English education through 2013. This is a lofty goal, and certainly gives much credence to finding a method that will work in terms of finding ways to adequately train those who are working with Korean language learners.

What do you think?

I think they should put most of the money into early retirement packages for the Korean English treachers, and the rest into upgrading GEPIK, EPIK and SMOE.

I think it is true about the value of early retirement to make way for more fluent K. English teachers. Of my 4 co-teachers, there is only one, my supervisor, who can converse a bit above a rudimentary level in English and who actually asks questions about the meaning of English words and actually tries to improve herself. The rest of them are nice and I like them, but if you want Korean students to make real progress in learning English, then, guess what, their English teachers should have a bit of fluency.

Well, in my humble opinion, half of that money will be either wasted and/or disappear into the twilight zone.

I doubt they will ever spend any of that money on EPIK, GEPIK, SMOE, etc. public school programs for waygook teachers.

English village anyone?

There is a large void in the training market that needs qualified people to help educate the Korean learner as well as the people working with Korean learners.
