If a hakwon or public school doesn't give me a release letter and I decide I want to work elsewhere before my contract is up, what are my options?

If I ask them to cancel my visa and I leave korea, can I then apply for a new E2 visa outside of Korea?
Or do I have to wait till the 1 year is up no matter what?

You will need a letter of release to transfer your visa to a different employer. However, your other option is to leave and cancel your visa. However, doing this route mean you will have to wait until your old E2 expires before being issued a new one. Plus, will be forced to go through all the new e2 visa procedures when applying for your new visa. In addition, you will lose your severance pay not to mention your return ticket home.

If you want to change employers, I strongly suggest getting that letter of release. Why won't your school give you one? Just curious.

They have to release you. If they don't release you it means they are still paying you and sponsoring you. You can stay and collect your salary using the labor board.

You need to talk to immigration and explain you are changing jobs and the employer is refusing to release you.

Now that is some useful advice. I didn't know that. I always thought it was your employers decision to release you or not. I always thought they could fire you and cancel your visa.

The sponsoring part is true. Each hogwan or public school has a limited number of visas to work with, so if they try to play hardball with a large number of teachers, then they can't get new teachers, well, at least LEGAL teachers.

SOME immigration offices WILL release you from a visa with a letter of termination. Others won't. It all depends. Rolling Eyes

You have only 1
*You must leave and can come back once your E2 year is completed.

That is misinformation. Not being trying to be nasty but the problem with this site is all the misinformation that floats about. Across the country you must have a letter of release.
There may be criminal circumstances where you could obtain one but in 99.9% of cases it doesn't happen due to the time period involved.
If it is true please give specific examples that you know of that are here on daves. Not a friend of a friend stories as you stated some do and some don't.
