A veto gives power, possibly unlimited, to stop changes, but not to adopt them.

From Wikipedia entry "Veto"

Shouldn't "but" be a conjunction used to show a contrast. I'm confused as to the logic of "to stop changes, but not to adopt them".

Looks correct to me. A veto allows an override, not an adoption. For example, if a bill comes across the President's desk the Pres can veto -- overrule it -- but cannot use the veto to put the bill into law. Therein lies the contrast.

You could also omit "but" and the sentence would be correct.
