I tried doing a search, and found unrelated posts and old posts.

I am leaving the country soon, after a very unpleasant Labor dispute, and would like to collect my pension and tax refund asap.

Does anyone [from your recent personal experience] know which bank issues international ATM cards and what I need to bring them?

If your bank's manager refuses for one reason or another, or simply tells you it's against the law, he's wrong. Call your bank's head office, ask to talk to someone who speaks English. Ask and they'll tell you that you can get an international card. Inform them that the branch manager refuses to give you one. That should take care of things.

I have used my Nonghyup international debit card twice on my current holiday here in Japan. I used it once in Kyoto and once in Fukuoka. So far so good.
