Yeah.
I spent about six years in Champaign, about 120 miles south of Chicago and 130 w-nw from Indianapolis, and that was windier than Chicago.

Here's a wiki article about the origins. I think the combination of the wind tunnel effect downtown, the large of expanse of flat land going west to the Mississippi, and the large continuous lakefront makes for a lot of windy areas in the city, but I would think that places like Indianapolis or Des Moines are windier.

i spent a weekend around the U of IL campus back in 2000. All I remember is the wind.

I've always liked visiting chicago, but only been there once in the winter.

I did a couple quick searches, and I don't think that's Cynthia Plaster Caster.

A few other question marks:

-> The fellow below Diana et al.
-> The painting (stained-glass window?) below Sam Waterston
-> The military dude and the cupcake below Jimi & the band
-> Uner the Pacer; is that Abbie Hoffman?
-> The last picture plain gives me the creeps. Very Steve Buscemi-esque.

No. It is an attempt to appear smarter than everyone else. After all--you know he has never been a lowly EFL/ESL teacher.

The guy is basically slumming it here.
