Okay, so I spoke to Korean Immigration three times and have three completely different answers.
My wife is a Filipina. I'm trying to get her here on an F3 Visa. I just started on my second year here at a university.
She has her passport, the marriage certificate and is doing the CFO stuff this week.
One Korean immigration individual told me I needed to apply for a visa issuance in Seoul, then she goes to the Korean embassy there to continue. One told me she needs a C3 visa and cannot get an F3. Another told me she has to only apply in Manila which is about 12 hours away from her....
Does anyone have experience with this?
Do I apply here? Does she do the whole process there? What documents do I need to have for her? Where and how do I get them? |

My wife is Filipina and she'll be coming with me to Korea this mont. Immigration told me that she'll apply for a C-3 Visa at the local embassy which can be changed to an F Visa once she's in Korea. the process doesn't seem to be particularly daunting but then again my wife is with me currently. Immi told her that all she needs is her passport, marriage license, 4 photos, and her local work permit. |

I understand. From what I know though it is difficult for someone from the Philippines to get their C3 visa. Most are rejected outright. We were going to originally get married here. They want bank info, proof of finances, etc. etc.
If it is as easy as just bringing all that then that would be cake. Why would she need a local work permit. You mean the CFO?
Keep in touch, let me know if she gets the C3. I have 8 days to get my arc back from immigraiton and I'm going to get this straightened out by then.
I understood it was most likely since I'm here, I apply here, the embassy there issues the approval. She arrives on the F3. The C3 not being an option because of the difficulty of pinoys getting a C3. |

We both live in Thailand and that is why she must get her local work permit. I was told by the embassy that it would be no problem for us, only a day's wait so long as she had all the required paperwork. |

My wife on the other hand went on her own and they were complete cnuts to her and even after her running around getting the documents they asked for would NOT issue her with an F-3. They were demanding an ENGLISH marriage certificate. No such thing in Thailand. A translated copy or nothing. The wouldn't accept a cetified by my embassies translation
They did tell her to go to Korea on her own because she was Thai and they have a reciprocal visa agreement and she could enter on a tourist and change it (BS locked her away in the immigration holding for an hour whilst calling me - still didn't believe she was married to me and I had to guarantee her here on my visa)
Once in though they have been excellent. They did change the tourist to an F-3 without any hassles.
They were still a little off about the translated stamped copy of our Thai certificate from the embassy but once I pointed out the embassies stamp on it they were happy to accept it
IMHO if you can be with her at the airport and take her in or get your school to issue the letters of sponsorship as suggested by ttompatz.

There is meant to be a reciprocal visa agreement but I don't believe it for a minute.
Just a thought, could you pick her up in HK? Easy enough to meet her in Taiwan or HK on a connecting flight and then go through with her at immigration. |

Immigration is right. Apply for the visa issuance while you are here in Korea. She goes to the korean consulate in manila when its ready along with her marriage certificate and anything else. IF you are American she will need to get your marriage certificate authenticated at NSO then taken to US embassy to have it authenticated and stamped. Take it to Korean consulate and in a few days go back to pick up her passport with the C3 visa. Once in korea she has 90 days to change it to F3. |

Okay,
I went to immigration and applied for the F3 Visa today.
I brought:
1) Marriage Certificate (she mailed it to me)
2) Copy of her passport (she scanned and emailed)
3) 1 picture of her (glued to the Visa Issuance form 35mm X 45mm)
4) Letter of Employment (my work gave it to me)
5) Visa Issuance Form (filled out in Suwon, got from the first floor)
6) Paystub (they said it was helpful)
7) Copy of my Passport and ARC
There was no fee.
They do not do the blue form anymore. I will get a text message with the Visa Issuance Number within 10 days.
She will pay the fee when she goes in Manila. I'll update when she completes that process. I'll update the time it takes for me to receive the text too. |

It takes 4-7 WORKING days to get the visa issuance number.
Send that to her.
She takes that and her passport to the Korean embassy in Makati.
She fills in an application form and pays the fee (~p2500).
It takes 4 working days to get her passport back.
She takes her passport with CFO paper and new visa stuck in it - along with her suitcase and plane ticket to the airport in Manila.
Get her boarding pass, pay the Filipina Exit Fee (P1620) + the airport tax (p700) and head for passport control.
Get her exit stamp and walk to the boarding lounge.
Wait for the flight to board. Get on the plane. Enjoy the flight to Korea. Fill in the entry form and customs declaration form.
Get off the plane. Walk to passport control. Enter Korea.
Go to the baggage claim area. Get her bag. Walk through customs and hand in the declaration customs form.
Walk out the door and meet her hubby.
Kiss and continue with life.

What you say has been more than true. The immigration people know far less about their own process than you do. Eventually I just got fed up and followed your advice and everything went fine.

Okay, Visa Issuance time took exactly seven business days from the Suwon Immigration Office.
She is going tomorrow to the Korean Embassy. So four business days (IE: Wednesday) from tomorrow and she will be flying here at night! |

| i have a question... what if the Filipina who's been issued a visa number (F3) has a child who's not legally adopted by her petitioner husband? how can she bring the child with her to korea? |

If would be easier than getting clearance from DSW to get the child out of the Philippines without the birth father's permission.
The child would be considered a dependent family member along with the mother and should be issued an F3. |

So my wife is here.
It took exactly seven days and then four days (business days) respectively. She is here on the F3.
Thanks for the help.
We are off to immigration tomorrow I guess to get her ARC card. |
