I hear you have to get one within 90 days. I will be in Yeongdeungpo-gu if that helps.

You get them from Immigration. It happens in a week or two.

Catch the subway to MokDong and get out exit 4 (I think) and walk straight down the road. The middle lanes will go under a park, but the outside lanes will go around the park. If you think of yourself as coming from to the bottom of the park, then Immigration is in a tallish building on the middle left side of the park, as viewed from above.

You can can your ARC card in any trash receptacle, that is, if you can find on in Korea. Otherwise, just throw it on the heaps of garbage you see on the street. If you do this, though, immigration may fine you when you try to leave the country.

You will register at the mokdong immigration office.

Omokyo station, exit 7. Walk straight ahead out of the exit for about 700 meters. The road will curve to the right. You will come to a T intersection. Across the intersection you will see a water company office. To the left of that you will see a 6 floor gray building with a sign at the 6th floor that says, "Seoul Immigration Office".

Go in the front door and turn to the right. Take a number from the dispenser, fill in an application and wait your turn.

I suggest a cannery. (Though I'm not sure why you'd want to. I'd recommend a clear can of some kind at least, since you're going to want to show that thing to people sometimes.)

If you are on an E2 and failed to register within the required 90 days you will be detained, questioned, and fined before you will be allowed to depart if you don't get it cleared up before you try to leave the country.

Failure to pay the fine will result in being held in detention until you can make arrangements to pay the fine and your removal from the country at your own expense.

You would be better off to deal with immigration long BEFORE you try to exit the country or you would probably miss your flight and have a long, uncomfortable wait while it gets worked out.
