Is it still possible to come to Korea without a job?

I've been debating about location (Seoul suburb vs. Busan) and what with all the hagwon horror stories it's probably best to check out a school first.

But under the new E-2 regulations is it still possible to come without a job, decide on a position in Korea and then go on a visa run? I've checked out the forums and it seems like those with a previous contract are able to go on a visa run to renew. But aren't newbies subject to an interview in their home country?

Any information/suggestions on coming without a job would be appreciated, including whether even doing that would be the right course... thanks!

New rules -

If you have not had an E2 at some time in the past - NO.

IF you had an E2 at some time in the past AND did not get in trouble with immigration (immigration violation) then YES.

I had never thought of this aspect to the new rules. They suck even more than I had thought.
