In the US, when I have seen accidents or minor fender-benders, people are usually fairly calm, they try to make sure everyone is ok and call the appropriate medical or police personnel. Of course, there are always rubber-neckers or the occasional pissed off parties who yell and scream, but rarely do other people get deeply involved.

Here in India on the other hand, I have seen accidents where a crowd of people come out of nowhere, surround whomever they think is to blame and start shouting, and often will assault the driver of the car/bus/truck. It is totally common for complete strangers to beat the driver within an inch of his life (happened to a colleague of mine), or even light the 'offending' vehicle on fire. (I have read about 10 different incidents of buses being burned within the last year or so.)

What happens in Korea after a minor or major accident?

Korean vs. Foreigner = 95% of the time - Koreans win, foreigner loses.

Korean vs. Korean = nobody pays any attention.

Wow, Korea should hire some Indians to teach English here. That would be interesting just from a car-crash standpoint.
