I was walking towards Byeongjeom Station in Hwaseong today and this guy stopped me and said he was immigration police. He had a gray van with what looked like some Southeast Asian immigrants in it. I only caught a glimpse of the van but I didn't see anything that identified it as an immigration van. All he showed me for identification was a yellow laminated badge. He asked for my ID and all I had was a copy of my passport on me, since I'm waiting to get my ARC, which I had to turn in my passport to apply for. He let me go but I'm guessing the guys he had in the van weren't so lucky. Anyone else had this happen?

F that. Show me a proper shiny badge, a uniform, bring someone who speaks English, and we'll talk. Otherwise, "Sorry officer, I thought he was trying to scam me so I walked away."

I still maintain that it's illegal for him to stop you on the street merely "because you look foreign." He has to have actual probable cause to be investigating you on suspicion of breaking any laws, and that includes immigration laws.

As the poster above mentioned, he also needs to show you proper identification. In Korea, that is his Immigration Agent identification card. It will have the name of his agency, his name, his photo, and his agent identification number.

He does not need to be wearing a uniform but he does need actual probable cause. Of course, an identity card sweep--if it includes those individuals the agent merely thinks is Korean--is probably constitutional.

Rosa Parks Wink
Anyway, you have to be careful. This stuff happens in a lot of countries and they aren't really immigration officers.

It really is regressing, but then so are our countries in my opinion. Not that this means I'm defending Korea at all, it's policies are idiotic. But I don't like the current trend of all of these countries doing this crap.

You must identification on you at all times. This includes US and Canada. The police/immigration can detain you until you can prove who you are.

A tourist should carry their passport on them at all times. Resident aliens should carry their ARC on them at all times. I know there will be times you do not (waiting for ARC after arriving, lost or stolen). In these cases you should carry a copy of your documents.

I can think of very few things less intelligent than carrying my passport at all times. I understand carrying the ARC, but I don't even carry that.
