I just looked at the Public School application form... it says

" - Provincial/State or Federal Level (Abstract, Background or
Record Check with/without fingerprint)
- Apostillized (See attached information on How to A
postillize my documents)
-For CANADIANS only : Copy notarized by your local Korean
consulate/embassy

I've got my CRC here with me. I've got an affadavit and notary on the affadavit.

But I'm from the USA.

What should I do?

I wouldn't worry about it. The application form is referring to a different situation from yours.

The reason it says "For Canadians only" is because Canada does not participate in the Hague Convention, i.e., the apostille treaty. Thus, Canadians cannot get their criminal checks apostilled. So they have to be authenticated in another way, namely, by notarization at a Korean embassy/consulate in Canada.

For applicants who are already in Korea, however, it is difficult to obtain an apostille because it must be obtained in your home country. Likewise, Canadians who are in Korea can't get their criminal checks notarized at the Korean embassy/consulate in Canada. Thus, another option is offered: an affidavit or statutory declaration, notarized by your embassy in Korea, swearing that the background check is authentic.
