I think 12 years is about right. For example, in Finland the maximum sentence is life in prison. "Lifer" (usually guilty of murder in 1st degree) has to sit 13 years in the slammer before the authorities let him loose again. And no, we don't have death sentence in Finland... which is a damn shame.

Triple murderer's impending release prompts conflicting reactions in Sweden
After 19 years in prison, Finland�s longest-serving life prisoner, triple murderer Nikita Joakim Fouganthine, 42, has been granted parole, starting from July 1st 2008.
In practice, Fouganthine will be out of prison already in February-March next year, because he will have to serve a probationary period before full parole is granted.
Currently Nikita Fouganthine, formerly known as Juha Valjakkala, is serving a life sentence in Kuopio prison, after killing a family of three in �msele, Sweden, in 1988.
The Helsinki Court of Appeal made an unanimous decision to accept Fouganthine�s application on Monday. The granted parole is subject to a three-year probationary period.
The Criminal Sanctions Agency does not intend to seek leave to appeal against the decision to the Supreme Court.
"Fouganthine has been in the prison for such a long time that he can be released. Both the Supreme Court and the Criminal Sanctions Agency have given a favourable opinion on his application", said Paula Gr�nlund, the Agency�s Head of Information.
The practice of supervised probation was adopted in Finland some twelve months ago, in order that the prisoners would adjust to life outside prison better than previously.
The first two life prisoners were granted supervised probation just a month ago, which means that there is really not much experience of the practice for life prisoners.
"A prisoner has to meet really stringent preconditions before he or she can be granted supervised probation. Most of them are not eligible for parole as the conditional release is subject to complete abstinence from intoxicants", Gr�nlund reports.
Gr�nlund notes further that Fouganthine is an exceptional parolee and the preconditions for his probation period are tighter than normal.
Fouganthine, like all parolees, will be strictly monitored for example by GPS localisation using a mobile phone. Under his probationary period, Fouganthine will be supervised by Kuopio Prison.
In addition, all parolees have to take part in some kind of activities, such as rehabilitation, work, or studying, according to a prearranged plan.
A parolee�s movements can also be limited for example by ordering him or her to stay within the confines of certain municipalities.
The Suprime Court may cancel Fouganthine�s parole if he commits a new crime during the supervised probation period.
The news of Fouganthine�s impending release has come as a shock to some people in Sweden, while others understand that he will have served a very long sentence prior to his release.
Sweden�s Minister of Justice Beatrice Ask did not comment on the matter officially on Monday. Nevertheless, she has previously been vehemently opposed to Fouganthine�s parole. Fouganthine a.k.a. Valjakkala has been given a lifetime deportation from Sweden.
The original crime took place in July 1988, after Valjakkala had been released from Turku Prison. He and his girlfriend of the time were in Sweden, and Valjakkala attempted to steal a bicycle in the small town of �msele.
The petty theft went bad as the owner of the bike chased him, along with his teenage son. Valjakkala shot his pursuers with a shotgun and later stabbed the man's wife and the boy's mother as she went to look for them.
Valjakkala was tried and convicted of the triple murder and was moved to Finland to serve his sentence in 1989. He has attempted to escape from gaol on several occasions, most recently in 2004 and 2006. He has previously sought a presidential pardon a number of times without success. |
This man should have died of old age in the prison or be executed, but... the law is as it is.  |

Family of Four Murdered!
In Korea a women and her three daughters have been murdered by a former pro baseball player.
Let's hope he gets more than 12 years.

`Debt Drove Murder of Family'

A mounting call for debt repayment is believed to have driven Lee Ho-seong, 41, a former pro baseball player, to kill a 45-year-old woman and her three daughters, police officers said Tuesday.
The bodies of the four family members were found in a graveyard late Monday night 22 days after they went missing, while the key suspect in the murder was also found dead in a river Tuesday. Lee and the woman were involved in a romantic relationship, according to their acquaintances.
Police discovered the bodies buried in a graveyard in Hwasun, South Jeolla Province, where Lee's father is buried, following a laborer's report. The laborer testified that a man, who was later confirmed to be Lee, asked him and other workers to dig pits there to set up tombstones on Feb. 19, a day after the family disappeared.
He reported it Monday morning after learning that Lee was on a wanted list.
``The bodies were not severely damaged, nor decayed much. Each of the four were wrapped in vinyl and put into huge travel bags,'' a police officer said.
Through an autopsy, the National Institute of Scientific Investigation concluded Kim and her second and third daughters aged 13 and 19 were strangled, while her first daughter, 20, died from injuries sustained from a fractured skull.
Police found Lee's body near a bridge in the Han River in Seoul Monday afternoon, following a citizen's report. Considering the body was not decayed at all, the police suspect Lee committed suicide by drowning in the morning after the police made public his identity.
It was found that Lee sent a letter to his brother and a baseball organization chief two days before he committed suicide. In the letter to his brother, he expressed regret to his family and asked the brother to take care of his son. In another letter to the chief, Lee implied the suicide, saying that he missed the old days and that he would go to the heaven first.
Why as Many as Four?
With the suspect dead, why Lee committed the gruesome murder will be the most difficult thing for police to figure out.
The police presume he was pressed for debt payment from Kim. A few days before the crime, Lee borrowed 170 million won from Kim after having her withdraw the money in cash. ``Lee, already hugely in debt, was unable to pay back the money. We suspect he killed Kim as she urged him to reimburse her,'' the officer said.
The police suspect Lee killed the girls because either the girls witnessed him murdering Kim or he wanted to cover up the money borrowing entirely.
Kim used to say to her friends that she and Lee would marry soon, but the police found that Lee did not intend to marry her and was dating several women. He also sent the 170 million won to several people, including his brother and two women, whose exact relationship with Lee is not known yet.
The police are also looking into whether Lee was involved in the suicide of Kim's late husband. The husband hanged himself due to depression in July after leaving a will. Kim started dating Lee in February last year before her husband's death, and police are examining the possibility that it was not a suicide but a murder.
Lee has been in debt since a series of businesses failures, police officials said.
The police are also investigating another missing person case involving Lee and his former business partner. The partner, Cho, went missing in 2005 after going out to meet Lee, but police stopped searching for him after concluding he had gone into hiding to avoid repaying a debt.
Premeditated Crime?
Kim and her three daughters disappeared on Feb. 18 after telling their friends that they would travel for several days.
Police obtained a CCTV record showing Lee carrying large travel bags in and out of Kim's apartment in Seoul in the evening. Lee left after loading the bags in Kim's car. A man was also shown driving Kim's car to the apartment two days later and leaving after parking it in the parking lot.
Police said Lee seemed to have elaborate schemes for the crime: He prepared the bags in advance and sprinkled ink on the mattress of Kim's bed to cover a blood stain.
Investigators are not ruling out the possibility of an accomplice ― the man recorded in the CCTV in the parking lot appeared not to be Lee, and it may have been difficult for Lee alone to kill and bury the four victims.

A 39-year-old man, detained Sunday night as a suspect in the kidnapping and murder two missing children, confessed to the crime Monday, police reported.
The Gyeonggi Province Police Agency said the suspect, identified by his surname Jung, confessed that he kidnapped and killed Lee Hye-jin, 11, and Woo Yae-seul, 8, who went missing Dec. 25.
The confession came after 16 hours of questioning. Jung lived alone in the neighborhood of the two girls, only 130 meters away from Lee's house.
The two girls went missing after they were last seen around 5 p.m. on Christmas Day by the owner of a supermarket near Anyang Culture and Arts Center.
However, last Tuesday a police search team found Lee's dead body dismembered on a mountain in Suwon, Gyeonggi Province, 77 days after she went missing.
The police also secured records of rental car services in Anyang on the day the two girls went missing and discovered blood traces of the two girls in the trunk of the sedan rented by Jung. They arrested him at his mother's house in Boryeong, South Chungcheong Province, around 9 p.m., Sunday, after he went on the run.
Even after the confession, however, Jung kept reversing his statements about the crime, which caused police difficulty in finding Woo's body and the reason behind his behavior, a police officer said in a news briefing.
Police dispatched search teams to Sihwa Lake where Jung said he dumped Woo's body, while continuing their interrogation.
Jung made a living as a substitute driver and had no previous convictions. He also had no record of mental illness, police said.
Meanwhile, a funeral for Lee was held on Monday at Myonghak Elementary School, where the two girls studied. About 900 students and 200 Anyang residents gathered to mourn the victim.
