in pohang u can walk down the muddy beach and shop in marts, thats it. u can also get struck in traffic on the way back

I think you could have a considerably good time on this excursion. I don't know so much about the excellencies you might find along the coast of north Gyeongsang province, but there should be quite a few attractions along the coast of Gangwon province (eg casino, ski resorts, beaches around Gangneung and Pyeongchang; Seoraksan and other hiking destinations around Sokcho; various temples; tour of Mt. Geumgang in North Korea from Sokcho, etc). Plus, I think the drive itself along the Sea Of Japan is supposed to be pretty scenic. Well, I know this response is kind of late, but maybe it'll help a little.

I hope you're doing this by car - and asuming you are - there's a bit to do and see by taking inland trips.

The coastline is remarkably similar all the way up, but all boast small fishing villages with deserted beaches. The beaches get a bit bigger and well occupied around Donghae, Gangneung and up to Sokcho.

Just before the border of Gangwon there's a national park and the Temple of the Floating Rock just inland. Spent some very peaceful days relaxing in forest pensions and restaurants around there.

In Gangwon proper there's some beautiful streams for fly fishing and loads of mountains for hiking.

Some not to be missed attractions, (all on the coast):

Hae Shin Dang - aka *beep* park. About 60kms(?) south of Samcheok.

Meureung Gaeku - Muerung Valley. In Donghae. Beautiful.

Gyeongpo Beach - Gangneung. One of the best beaches I've seen in Korea.

Sorak san - Sokcho. Big and beautiful mountains, not far from the beach.

I've spent the last few years driving up and down that coast in summer - this is the second year away and I'm really missing it. Grab some camping gear, stuff your glovebox with maps and go...
