Does it matter which immigration office you drop yoru stuff off at to get your ARC? Can I do it in Seoul, Daejeon, Busan, Daegu etc? |

Yes, it does matter. You have to apply for your ARC in your region. |

You have to go to the one that has jurisdiction over the area where you live and work. |

Actually, the one that has jurisdiction where you reside is the one to issue your ARC.
For example:
my place of employment is within the jurisdiction of the Suwon immigration office and the Suwon office issues the visa confirmations for the foreigners here
BUT
we live in Bundang (Seohyun) - within the jurisdictional area of the Mokdong immigration office so they issued our ARCs and re-entry permits.
