I have to walk past this puppy tied up to it's kennel every morning and afternoon. Frankly I can't tolerate watching the poor thing howl all day anymore. How could a whole group of people be so ignorant to the blatant suffering of these animals ?
I'd hapilly volunteer my time to walk it everyday. I just don't know if I'll be causing the owner loss of face to offer. I'm not sure if I care about the owners feelings much though to be honest. It's really bothering me and making it very hard for me to not project a certain ammount of hate onto the locals . Any advice ? |

Do you know who the owner is? If you do get a Korean co-worker or friend to write a note saying you love dogs and would love the opportunity to walk it. If you don't then leave a note where the owner would see it along with contact details to someone willing to translate.
Include the fact that you'll supply the leash and some treats for the dog.
Don't include how you feel sorry for it, how it's irresponsible to keep it chained up all the time, or anything like that. You'd be justified for doing so of course but you probably wouldn't get to walk it and the dog would ultimately be worse off.
I'm a dog lover too and I was hesitant to click on this thread because I hate sad dog stories. If my advice helps though then it was worth it.

personally i think you should mind your own business. i have a feeling you're overstepping your boundaries. i used to work for an animal shelter/animal control, so it's not like i don't have empathy for you. but maybe i'm just jaded because i've seen things 20x worse (in america) and think that it would make you feel better about yourself more than the dog.
any possibility of you adopting it? if it's tied up to the kennel, it's probably not a cute little puppy anymore and the owners got bored of it.
on another note, tying a dog up to a kennel isn't illegal in pretty much any civilized country that i know of. while it's not treatment you agree with, it's a pretty frequent thing (which is why i personally would see your walking the dog as a minuscule victory).
but if it really is for your own personal peace of mind, go for it. i dunno. just don't put your name up in lights afterwards. i hate when people do good deeds and have to tell everyone about it. |

It shouldn't have to be illegal if the country was civilised . Even in South Africa I assure you there are laws in place regarding this and it's not frequent at all.

That's my worry. But fro an ethical standpoint, when one is hindering the personal freedoms of other sentient beings do they not lose the right to their freedom to be left alone ?

It is still a cute puppy . I'd adopt it in a second if I could. I have a typical studio apatment which is hardly ideal but I could offer it something of a better life . Small meaningless gesture from me that can't change a damn thing in the grand scheme, but makes the world of difference to the dog involved . |

Along the shore of a reservoir lake there's a lonely spot away from houses that has two dog skeletons that I could see. One has fur and seems to have been disemboweled by, perhaps, carrion eating birds. It grimaces and lies with its front paws held up as if it's in agony and died that way. Around are many beer and soju bottles. My CSI guess (^^) is that this lonely spot hosted a dog beating to the death or two by the looks of it. |
