'CCTV Can Trigger Adjustment Disorder'

By Bae Ji-sook

Workers stressed out from company surveillance cameras should be acknowledged as suffering from ``adjustment disorder,'' something that deserves compensation, a court ruled Tuesday.

According to a Seoul Administrative Court, 13 workers at an unidentified company filed a lawsuit against the Korea Workers' Compensation and Welfare Service (KWCWS), demanding their ``adjustment disorder'' caused by the monitoring be acknowledged and compensated for.

Workers claimed that their stress stemmed from the surveillance cameras that monitored their daily routines and labor union activities.

The court said the cameras were working as control devices and put immense stress on workers, which could be referred to as a disorder caused by the workplace that the KWCWS should compensate for.

The company had constant conflicts with workers over union activities and wage negotiations since 2000. The workers alleged that the company increased the number of installed surveillance cameras right after an initial strike.

They testified that the cameras were everywhere ― from manufacturing sites to offices and hallways and rooftops. They said they felt watched all the time, and filed for compensation with the KWCWS.

Adjustment disorder is a psychological response to an identifiable stressor or a group of stressors that cause significant emotional or behavioral symptoms that do not meet the criteria for more specific disorders.
