I called the number the school recruiter sent me to get my criminal history check and, as with all proper government offices, it took a while to find the right office. So, here is the information needed for
the next Texan who needs a Criminal History Check....
You need to send a set of fingerprints (preferably done by local police or other official agency) on a card with full name, sex, race, date of birth, social security number, signature and address. With that, you need to include a check for $15 and a letter stating that the background check is for Korean immigration and visa. Include information where to send it.
This information should be mailed to:
Texas Department of Public Safety
Criminal Records Division
PO Box 15999
Austin TX 78761
They said they try to get it done within 4 weeks.
If the person is still in Texas, then that person can just go in person and pick it up from the Dept. of Public Safety.

That is really good info for us Texans.
Now the question is... what is the best way to get fingerprints done around here? I have read a few horror/funny stories about folks trying to get this done. Anyone know an easy way? |

if you are there, make an appointment to have your fingerprints scaned and it will take less than a week |

If we live in Austin can we just go down there instead of mailing it all in? And could we do the fingerprinting there too?
I'm still in Korea btw, otherwise I would just go down there myself and find out. |

nope they will still mail it to you. you also have to make an appointment online. the place in austin where you get fingerprints scanned is off loop 360 past barton creek mall and before you get to westlake hs. make sure you ask to get it notarized
you can get the apostille done in person at the sec of states office. se corner of 11th and congress across from the capitol. second floor |

Okay, after visiting the website in the OP, I followed the links for fingerprinting and got here: https://tx.ibtfingerprint.com/
There weren't any appointments available for over a week, but the process was easy and fast. Went to a place near me in Round Rock and was done in 10 minutes.
On the website it asks why you're getting your prints/background check and I selected "for a visa". Got the form back, notarized without even asking, the next week. It's so easy I can't help but suspect something's wrong.
Still need to get it apostilized though. Damn I hate driving downtown.

| i was told the texas check could be done totally online and only cost something like 3 bucks. |

I'm from Texas and I only had to get a local police check. This was right after the new laws were passed, and it worked. Now that the regulations are loosening, I can't imagine fingerprints still being needed. I went down to my local office and paid $2 for a criminal check. Got it back within a few minutes. I then got it notarized and apostilled.
(BTW, I work for a public school and my local check still worked...) |

I did it through IBT, which was a total pain because they were booked solid. I paid for the prints and the certified CBC at the same time, but when they finally arrived, the CBC was not a certified copy, which I found out when I took it to get the apostille stamp. Since it wasn't certified, they wouldn't do the apostille and told me to go to Austin DPS to get it fixed. At the DPS I learned that I could have gotten my prints and the CBC done there from the beginning, which would have been cheaper and quicker than IBT.
My advice is to avoid going through IBT. |

| Unfortunately the Republic of Texas' Tokyo embassy has closed. Is it easy to do this while overseas? I am a previous E2 holder. |

Glad you warned me, I was planning on going to the SOS office tomorrow for my apostille stamp. I need to go to the DPS to renew my license anyway, so guess I'll bring my background check too.
How do you know if it's certified? Other than SOS saying it's not, I mean.
Oh, and what does the DPS do? I don't have to do the whole fingerprinting process all over do I? Or pay even more money? |

After you get your certified CBC, you do have to take (or mail) it to the SOS to get the Apostille stamp. According to the SOS, it's certified if it has blue ink on it. If it just looks like a photocopy, then the Apostille lady will make you go to DPS.
(I guess I didn't finish my story. After SOS told me go to go DPS, I then had to go back to SOS to take my certified CBC to get the Apostille.)

yeah, you can do it this way - get them online - it's cheaper and faster - totally acceptable. I received an E2 after doing mine and having an affidavit that I signed notarized by the US Embassy in Seoul.
if you aren't in K but overseas, might be a little more difficult, here our Embassy is familiar with the bureaucratic red tape in K - anyway, no fingerprints are necessary, is timeconsuming and costs more. |
