If you're Looking for relaxation,Krabi is definately best. It's also a little upscale and has all the facilities you'll need. Ko Samui has undergone massive development in the last 6 or 7 years and in my opinion has lost most of it's charm. As well Samui doesn't have much snorkelling.
In case you don't know, krabi itself is not the beach destination of the area but is where the airport is located. The beaches are at Ao nang and Railay and on nearby islands. There are tons of activities and lots of snorkelling and the setting is spactacular.
You can spend your days on white sand beaches just a short boat ride to the nearby islands and you can make a longer jaunt to Ko Phi Phi, still a beautiful location.
If you want more laid back go to Ko Lanta for a few days. It's a large island with lots of nice resorts on long sandy beachs but not nearly as congested as most of Thailand's resort areas. A very good day snorkelling trip from there is Rok Nok. along boat ride but nice coral, lots of fish, beautiful islands and beaches and monitor lizzards to see on the shore.
No specific Recommendations for accomadition but shouldn't have a problem as the high season has passed

Get a hotel on Au Nang beach. You should get a room for between 500-1000 baht a night. From the beach front you can arrange day tours to islands like Phi Phi. Don't miss Railay beach. When you get off the longboat. There is a path that goes through a cave on the other side is a really awesome beach.
In Au Nang there is a bunch of open air beer bars on a dirt road. This is difficult to explain but most people know where it is. This place is awesome at night.

Try Air Asia. I'm pretty sure they do that route.

Phuket.

Next, Ko Samui.

Krabi is so fucking boring and the beaches aren't anything to write home about.

Just depends on how good the hookers are, I guess.

Time of year is VERY IMPORTANT. December / January is a great time to visit the west coast. January February is usually not such a great time for the east coast & Ko Samui / Ko Pha Ngan.

If you're just going for the hookers than save a lot of time and money and go to Pattaya.

How many days are you planning on? I think the best area in all of Thailand is Koh Samui & surrounding islands. Because of the following reasons:

1) Koh Samui gives you awesome shopping and that luxury-style resort stuff.

2) Koh Panyan (a 30 min ferry trip from Samui) gives you excellent partying, fun people to meet, or a very relaxing time on a quiet, serene beach far from civilization.. And no pushy salespeople to be found (well, maybe on that big beach, but I didn't stay there long)...

3) Koh Tao is fine for snorkelling

Personally, those three islands (all in close proximity to each other, and cheap / fast to get to) are my vote!

Have a sweeeeeet trip!

Kho Samui- I stayed on Lamai beach. The water is filthy and clogged with seaweed. The beaches in Krabbi and Phuket and way better.

Kho Panyan- The full moon party- Too many hippies. The cops make tons
of bribe money busting them with drugs

Patong beach in Phuket is awesome. Great night life. Walking street in Pattaya is also great
