Last year I was paying for 소득세 (income tax) and 주민세 (resident/inhabitant tax) at my public school, but nothing has been deducted from my last two paychecks. I know Americans don't have to pay income tax for their first two years as long as they are working at a public school, but why would I pay the tax last year and not this? This is my fourth year in Korea so I don't think the income tax exclusion thing applies to me.
Should I notify the school administration or is this normal? |

They may not be aware that you no longer qualify for the exemption and it may very well come back to bite you in the azz later. |

But I paid income tax last year, so I don't know why they aren't including it this year. |

Change in book keeper, someone misread the manual for "care and feeding of the foreign teacher", lots of possible reasons....
But you are past your 2 year exemption period.... there has NOT been a change in the law so we know that if/when they figure it out they will come looking for it - probably at a time that is least opportune for you (Murphy's law).
