Should I be paying income and resident tax at a PS?

Last year I was paying for 소득세 (income tax) and 주민세 (resident/inhabitant tax) at my public school, but nothing has been deducted from my last two paychecks. I know Americans don't have to pay income tax for their first two years as long as they are working at a public school, but why would I pay the tax last year and not this? This is my fourth year in Korea so I don't think the income tax exclusion thing applies to me.

Should I notify the school administration or is this normal?

They may not be aware that you no longer qualify for the exemption and it may very well come back to bite you in the azz later.

But I paid income tax last year, so I don't know why they aren't including it this year.

Change in book keeper, someone misread the manual for "care and feeding of the foreign teacher", lots of possible reasons....

But you are past your 2 year exemption period.... there has NOT been a change in the law so we know that if/when they figure it out they will come looking for it - probably at a time that is least opportune for you (Murphy's law).
