Korean Windows Menu Options Disappearing

Where is the option to not have everything you use in your start menu or menu in an app disappear if you don't use it for X amount of time? I can't find it because I'm using Korean windows everywhere these days. That and it never seems to work the right way anyway. Stupid windows...

Er, not so much disappear as just become hidden. I can't remember what it's called exactly either.

When you find it just drag it over to the top part of the first popup under the start button.

Naw.. I'm looking to have them just stop being hidden entirely. It drives me crazy. I know the option is in there somewhere. Oh yes, I'm talking XP here. Also I can't do that with the menu options in Word for example.
