Excluding Singapore or the Philippines, which of these countries has the highest level of English? I'm talking about the majority of people being able to interact with English speakers on a daily basis, btw.
In my experience, Japan has more people that seem willing (or able) accommodate English speakers and the folks there seem a bit less intimidated when it comes to speaking English. |

Malaysia or Hong Kong.
Most of the Indian and Chinese-Malaysians can speak amazing english (at least the ones I've interacted with). However, the native Malays I've encountered was like a gamble if they could speak english. |

Aren't there studies, rankings, test result rankings etc. that shows Korea to be pretty much at the bottom of the barrel? I'm sure there are. |

Japan?
I've been there six times and don't know where all the English-speaking Japanese are: bloody impossible to communicate with and the few that could say anything had serious pronunciation problems.
It was nearly impossible to function using English alone in Japan. Totally the opposite of Korea. |

Thailand impressed me greatly, but Cambodia surprised me with their near fluent English speaking abilities. Those looking to get their boats lifted out of poverty are highly motivated to achieve their goals such as speaking English to successfully do business with westerners.

In Tokyo English is everywhere, and many stores etc. have at least 1 staff that can speak passable English. In smaller cities not so much... (same as any country). |

I would have to go with India. I mean come on people. It is not like you are getting transferred to a Chinese dude or a Japanese lady when your pc won't work anymore. India wins hands down. |
