I just witnessed and filmed (on my crappy digital camera) 9 or 10 kids, from what I can only guess to be a new makeshift daycare across the street from me, get into a small car and be driven away. All the kids had their little backpacks on and were smooshed into a small car (not sure of the make) by the daycare lady/driver. There were 3 kids in the front seat, one of them propped up against the dashboard, on the laps of the two others. There were 6 or 7 kids in the back seat.

I have it on my camera, although I started filming after 2 or 3 kids had already gotten in, and the quality could be better... I feel I should do something with it, but not sure who to turn to. I could probably arrange to film it again, perhaps even better. Would the authorities do anything? Should I even bother with this?

Korean Mothers know their kids are in Hogwan Mini Vans that are overcrowded with no seat belts. They don't care.
So you show your home movie to the cops what are they going to do, probably say in Korean, "dumb azz foreigner" and then laugh. Hell look at the cops, no seat belts, they don't indicate, not even turn on headlights at night.
Why do you care?
As long as you agree that Korean mothers are the best mothers in the world you'll be ok.

I think you should film it again tomorrow before they start getting in the car and then take the video to someone who can do something with it, or you could make it into a music video with all kinds of wild special effects and such.

The mothers know about it . They wait outside their apartments for the car to drop them off. Not much news really.

I saw a family of 5 on a motorcycle. No helmets. Kind of cool in a crazy head trauma way.
